Deaf-Blindness means concomitant hearing and visual impairments. The combination causes such severe communication and other developmental and educational needs that cannot be accommodated in special education programs solely for children with deafness or children with blindness. The Minnesota Deaf-Blind Technical Assistance Project is federally funded under the Individuals with Disabilities Act (IDEA). The Project provides technical assistance to support Minnesota children and youth, birth to 21 years, who have both a vision and hearing impairment.
